BACKGROUND: For over 20 years, the Laclede Gas Company and its employees have supported the United Way. Through voluntary donations and various fundraising efforts, approximately 90% of Laclede management employees contribute monthly to the United Way of Greater St. Louis. Over 800 meals were sold during the 2007 United We Grill BBQ, raising approximately $2500 for United Way.

Eligible customers can sign up for Utilicare and Low Income Home Energy Assistance Program (LIHEAP) assistance through local community action agencies. ]]>STAR is a voluntary partnership between EPA and the oil and natural gas industry. It is currently endorsed by 12 oil and gas industry organizations, including the American Gas Association (AGA). Laclede has been a member since December 2006. Working collaboratively with the EPA through STAR, the domestic oil and gas industry now emits approximately 12 percent less methane than it did in 1990 – a substantial environmental accomplishment.

Dierbergs, a Dollar-Help partner, is proud to be a part of the upcoming Warmthgiving event. “An important part of being in the community is giving back to the community,” said Greg Dierberg, president & CEO, “We are happy to provide support to help raise awareness of the great need in the St. Louis area for heating assistance this winter.” Dierbergs is also donating an Xbox gaming system as a prize to the individual who raises the most money through a hot chocolate stand.

]]>• Mr. Mark D. Waltermire will be promoted to the role of Chief Financial Officer of the Company and Senior Vice President and Chief Financial Officer of Laclede Gas Company. Mr. Waltermire joined Laclede Gas in 1990 and worked in several positions in finance, planning, and internal audit prior to being named Vice President of Operations and Marketing of Laclede Gas in 2003. He has a bachelor’s degree in accounting from the University of Illinois and is a certified public accountant.
• Mr. Michael R. Spotanski will be promoted to Senior Vice President of Operations and Marketing of Laclede Gas Company. Mr. Spotanski, a Laclede Gas employee since 1981, was promoted to Vice President of Finance in 2001. He has served in various roles at Laclede Gas in accounting, finance and gas supply. Mr. Spotanski has a bachelor’s degree in accounting from Southern Illinois University in Carbondale.
• Mr. Mark C. Darrell, General Counsel of Group, will be promoted to Senior Vice President and General Counsel at Laclede Gas Company. Mr. Darrell joined Laclede in 2004 after serving in previous senior legal positions at Columbia Gas of Virginia and its affiliate, NiSource Corporate Services Company. He has a law degree from Georgetown University Law Center and a bachelor’s degree in political science from Syracuse University.
• Mr. Richard A. Skau will be promoted to Senior Vice President of Human Resources of Laclede Gas Company. Since joining Laclede Gas in 1985, Mr. Skau has worked in several roles within accounting and labor relations. Mr. Skau holds a bachelor’s degree in accounting from Southern Illinois University in Edwardsville.
• Mr. David P. Abernathy, Vice President and Associate General Counsel of Laclede Gas Company, will be promoted to Vice President of Industrial Relations and Claims Management. Mr. Abernathy joined Laclede in 2004 after serving as Vice President and General Counsel of Missouri-American Water Company. He has a law degree from the University of Missouri and a bachelor’s degree in communications from Western Illinois University.
• Ms. Ellen L. Theroff, currently Assistant to the President and Associate General Counsel, will be promoted to Assistant Vice President of Administration and Associate General Counsel. Ms. Theroff joined Laclede in 1995 after working as an Associate with the law firm of Peper, Martin, Jensen, Maichel and Hetlage. She has a law degree from the University of Virginia and a bachelor’s degree in journalism from the University of Missouri.
Messrs. Waltermire, Spotanski, Darrell and Skau will continue to report to Mr. Yaeger. Mr. Abernathy and Ms. Theroff will report to Mr. Darrell. The Company also announced that Mr. Barry C. Cooper, its current Chief Financial Officer, has announced his resignation from the Company and its subsidiaries effective October 1, 2007.

]]>The Missouri Energy Development Association (MEDA), a statewide organization headquartered in Jefferson City, was incorporated in October 2002 to develop, organize and promote measures that advance the ability of investor-owned utilities to build, maintain, protect and provide the utility infrastructure and services that are critical to the economic well being of Missouri business and the health and safety of Missouri citizens. MEDA supports economic development through the maintenance of a strong and reliable statewide utility infrastructure. Neal English is president of the association.
MEDA’s accomplishments include helping to produce legislation allowing gas utilities in Missouri to adjust rates twice a year through an Infrastructure System Replacement Surcharge (ISRS) to recover the cost of installing facilities associated with safety-related and public improvement projects on a timelier basis. Members include Ameren UE, Aquila, Atmos Energy Corporation, Empire District Electric Company, Kansas City Power & Light, The Laclede Group, Missouri American Water and Missouri Gas Energy.
Yaeger joined Laclede in 1990 as Vice President – Planning after spending nearly 20 years in the interstate gas pipeline industry (including service as Executive Vice President of Mississippi River Transmission Corporation, Laclede’s principal pipeline supplier, and Executive Vice President of Arkla Energy Marketing Company). He was elected Chief Executive Officer and Chairman of the Board in January 1999. A native of the St. Louis region (Webster Groves), Yaeger holds an M.B.A. degree from Saint Louis University and a B.S. degree in marketing from Miami University of Ohio. He also completed the Advanced Management Program at the Harvard Business School. Yaeger currently serves on the Board of Directors of the American Gas Association and is the immediate past Chair of the Southern Gas Association. Yaeger continues to serve on its Board. He also serves on the Boards of the Greater St. Louis Area Council-Boy Scouts of America, Barnes-Jewish Hospital, First Banks, Inc., the Municipal Theatre Association of St. Louis (Treasurer), the St. Louis Regional Chamber and Growth Association, the St. Louis Science Center Board of Commissioners and Webster University. He is the immediate past President of Civic Progress.

]]>Under the approved settlement, Laclede’s typical residential customer’s bill will increase $2.45 per month, or 2.6% for the initial annualized period, after an estimated $12 million credit to customers associated with income from Laclede’s off-system sales of natural gas and upstream pipeline capacity. The new rates will apply throughout the Laclede Gas system, including its Missouri Natural operating division and the former Fidelity Natural Gas service area.
The increased rates from settlement of this case will assist Laclede in covering increased costs to operate and maintain its 16,000-mile distribution and storage system through which it distributes gas to approximately 631,000 customers. The Company last received a general rate increase in 2005.
The approved settlement also enhances Laclede’s current weather mitigation rate design, making the Company’s recovery of its costs less dependent on the volume of natural gas sold.
These modifications will allow Laclede to enhance and expand its customer conservation and energy efficiency programs while also maintaining its financial standing and the ability to continue to provide customers safe and reliable service at reasonable rates. As part of the approved settlement, Laclede will work with others to design additional programs that assist customers in saving money through conservation and energy efficiency while supporting national efforts to reduce energy usage overall. The Company will also increase funding of its weatherization program to $950,000 annually, and invest up to an additional $3.5 million in various energy efficiency and alternative energy programs over the next three years. Laclede will also continue to offer programs that will help its most vulnerable customers with their utility bills, investing up to $600,000 annually in a low-income energy assistance program.
The approved settlement also continues the sharing with customers of the net revenues from the off-system sales of natural gas and upstream pipeline capacity. On average, the Company will retain 20% of the first $6 million in annual net revenues and 30% over $6 million each year. Remaining amounts will go to customers. Additionally, as noted above, beginning in November 2007, Laclede’s Purchased Gas Adjustment (PGA) rates will be reduced to reflect the customers’ share of gains realized by the Company from the off-system sales of gas and release of pipeline capacity, including a one-time credit of approximately $6 million to be distributed in the first year only related to the customers’ share of such gains during the past two years.
